TOCCI Welcomes Jim Fratto, Brian Eisenhauer + Arsene Ntwali


TOCCI is pleased to announce the addition of three exceptional professionals to our team and celebrate two well-deserved promotions among our staff. We are dedicated to delivering top-notch service to our clients, and these developments will help us carry out that commitment.

Jim Fratto – MEP Project Manager
With over 20 years of experience as an electrical project manager, consultant, and subcontractor, Jim brings a wealth of knowledge to TOCCI. He has expertise in managing complex electrical scopes on large-scale projects, including those within Boston’s prestigious downtown hospitals. Jim will play a crucial role in our Eleanor Slater Hospital Regan Building renovation, 60K SF of behavioral health upgrades. We’re thrilled to have Jim join our team, thanks to the encouragement of Wayne Arruda, TOCCI’s Healthcare Division Executive and Jim’s longtime colleague.

Jim’s experience managing electrical scopes exceeding $100 million make him a valuable addition to TOCCI and our growing healthcare portfolio. His decision to come out of retirement speaks volumes about his commitment to our team. We know he will seamlessly integrate into our operations team, and we are happy to have him at TOCCI.”

Brian Eisenhauer – Superintendent
Based in Rhode Island, Brian is our local leader in the field at Eleanor Slater Hospital. He excels in building strong client relationships and ensuring projects are completed safely, on time, and within budget. Brian’s early background as a skilled carpenter enhances his planning ability, which assures TOCCI delivers exceptional results, and we’re excited to have him on board.

I have known and worked with Brian going back a few years now.  He is a very thoughtful person who communicates well with his team and trade partners, has safety as a priority and is an excellent planner.  I feel Brian will seamlessly fit into the caring team culture of TOCCI.

Arsene Ntwali – Assistant Project Manager

Arsene Ntwali, TOCCI’s newest Assistant Project Manager, is also assigned to the Eleanor Slater Hospital. With previous roles as a results-driven Project Engineer, he has demonstrated skills in project planning, documentation, and material management. Arsene is adept in coordinating subcontractors and vendors, contributing to the project’s overall success. We are excited to offer him opportunities to further hone his engineering skills and develop his career in construction management.

Promotions:

Ryan Smith – Project Manager
Starting as a field intern in 2015, Ryan has steadily demonstrated an understanding of the various facets of construction management. His promotion to Project Manager is a testament to his expertise in procurement, cost control, and project management. Ryan’s ability to foster positive relationships with clients, architects, and subcontractors makes him invaluable to our team.

Luke Maglio – Assistant Superintendent
Luke’s promotion to Assistant Superintendent recognizes his attention to detail and ability to oversee subcontractors. With a humble attitude and commitment to excellence, Luke ensures smooth workflows on every project. We’re proud to see Luke grow within our company, and we know he’ll continue to excel in his new role.
