TOCCI promotes three team members
TOCCI announces the promotions of Jim Boucher to Director of Operations and Bill Welch to General Superintendent. Marvin Lahoud, General Manager, is now a shareholder and partner at TOCCI.
Since joining TOCCI, Jim Boucher has demonstrated skills in project management, trade partner and client relations, as well as business development. Jim has overseen multiple private and public projects, many with the Federal Government. He is currently overseeing Natick Family Housing with the Army Corps of Engineers, a renovation at American Twine in Cambridge, and Kendall East, a multi-family project in Cambridge.
Jim holds a BS in Engineering Technology, Construction from Central Connecticut State University.
Jim has demonstrated competency in many areas – he is people smart with a great sense of humor, but also thinks like an owner and knows how to manage risk.
Jim is popular and knows how to engage people yet be straight with them. His ‘load bearing capacity’ makes him an important member of the TOCCI team.

Bill Welch has over 30 years of experience in supervising complex public and private, domestic and international projects. His expertise ranges from renovations to modular construction, many in urban locations with complicated site logistics. He is currently supervising a 2-building, multi-unit residential project in Cambridge.
Bill has a B. S. in Business Management from Dean College.
Since joining TOCCI, Bill has shown his ability to manage complex projects and develop our field staff while taking on broader responsibility. He has unflagging dedication to our core values including those of the Ideal Team Player who is ‘Humble, Hungry, and Smart’.

TOCCI is also pleased to announce that Marvin Lahoud is now a shareholder and partner at TOCCI. Marvin has been a valuable asset to TOCCI since coming to the U.S. from Lebanon, where he worked for Man Enterprise in Project Controls. At TOCCI, Marvin has been promoted from Project Controls Manager to Director of Project Controls to General Manager. In his current role he drives organizational growth by developing custom tools, lean initiatives, new processes and managing risk.
Marvin educational credentials include a B.E. from American University of Beirut in Lebanon, a M.S. in Business Administration from HEC in Paris as well as certificate courses from Harvard Business School, and several universities including Columbia, Stanford, Yale, and MIT.
Marvin is an invaluable asset to TOCCI in several areas. His expertise in performance management creates effective teams that deliver excellent results. He identifies and solves problems when they are just a speck on the horizon.
