Massport Danvers Logan Express Expansion

Expanding Capacity at One of New England’s Busiest Transit Hubs

TOCCI is rebuilding and expanding the Danvers Logan Express facility—reconstructing the parking lot, installing permanent electrical infrastructure, improving stormwater management, and creating a new connection to the Danvers Electric lot. Every phase is planned around active operations.

Delivering Infrastructure Without Interrupting Service

Work is phased to allow continuous public operation throughout construction. Scope includes full parking lot reconstruction, a lot expansion, new light pole installation, a permanent sewer connection, and permanent electrical infrastructure—including load centers, transformers, and switchgear. Multiple underground detention and infiltration systems are being installed to manage stormwater and reduce flood risk. A permanent pathway connecting the main parking lot to the Danvers Electric lot is also within scope.

Challenge:
The Danvers Logan Express operates year-round, seven days a week, with buses crossing the active work zone on an hourly schedule. Fully shutting down the facility was not an option—improvements had to be delivered without interrupting a single bus route or reducing parking availability below Massport’s required minimums.

Solution:
TOCCI developed a phased construction approach that rebuilds and expands the lot in carefully sequenced sections. Detailed phase work plans are submitted to and approved by Massport’s Ground Transportation Unit before any work begins. On the ground, the team coordinates daily around bus schedules, uses steel plating to maintain safe traffic flow across active work areas, and preserves pedestrian access throughout.

Result:
An upgraded, expanded facility delivered without a single day of service interruption. The result: 90 additional parking spaces across 5+ acres, modernized electrical infrastructure, improved stormwater management, and a permanent connection to the Danvers Electric lot — all while keeping one of the North Shore’s most-used transit connections fully operational.
