TOCCI is renovating six floors of Eleanor Slater’s Regan Building, creating over 60,000 sf of Behavioral Health space. The project includes secure lockdown psychiatric units, group therapy, consultation rooms, and patient beds. Specialty impact windows, anti-barricade doors, and advanced security systems will ensure a safe environment.

Tight Coordination on an Active Campus
Challenge:
The Regan Building sits at the heart of a 15-building, 1.5 million-square-foot campus—home to the RMV (where driving tests are conducted daily), 3 correctional facilities (including maximum security), and various public-facing state agencies.
Solution:
Leveraging our deep healthcare experience, TOCCI developed a phased approach centered on communication, safety, and adaptability. Understanding the full context of campus activity was essential to managing fencing, signage, deliveries, and material storage. Our team established strict perimeter controls and clear wayfinding to deliver critical infrastructure upgrades in compliance with hospital standards.
Result:
The Regan Building is undergoing a seamless transformation; equipped with new MEP systems, upgraded fire protection, and modernized telecom infrastructure position the hospital to deliver high-acuity behavioral healthcare for years to come.
Change Order for Infrastructure Upgrades
TOCCI secured a $28M change order at Eleanor Slater Hospital, expanding our work on one of Rhode Island’s most critical healthcare facilities. The project includes major infrastructure upgrade; from electrical and mechanical systems to enhanced tech and fire protection, ensuring the hospital can continue delivering high-level behavioral health care. Sensitive + Secure
The roof of the building is one of the highest elevations in Rhode Island. There are a series of antenna systems that live in that space and serve multiple agencies. This service is confidential and critical and cannot be disrupted in any way – at any time. From the onset, TOCCI closely coordinated with demolition and MEP subcontractors to outline surgical like demolition and construction, ensuring that those antennas remain active throughout the duration of the project.
