Boston Medical Center – Menino Pavilion
TOCCI acts as Program Manager on the largest IPD project in New England for BMC Clinical Campus Redesign
Serving as IPD facilitator, TOCCI guided team selection, design, modeling, and construction to add 100,000 SF and renovate 250,000 SF, dramatically increasing private rooms and enhancing emergency, trauma, imaging, and ICU services at BMC’s Menino Pavilion. A new pedestrian bridge links the helipad directly to the ER, saving vital minutes in critical patient transfers. The consolidated design reconfigured critical care areas and modernized facilities, setting a new benchmark for collaborative healthcare delivery in New England.

A Direct Line to Care
Prefabricated off-site and installed in a single lift, the new pedestrian bridge over Albany Street created a direct link from the hospital to the heliport, loading dock, and central utility plant—streamlining critical transport and operations. The rapid, disruption-free installation minimized downtime on one of Boston’s busiest streets. Its debut also retired the iconic “yellow tube,” refreshing the hospital’s image with a modern, efficient gateway.
"As an industry leader in construction technology with healthcare experience, TOCCI was able to help design and implement processes that will transform our clinical campus and ensure that we can continue to provide the highest quality care in an environment that meets the needs of both patients and staff.”Bob BiggioVP of Facilities + Support Services, BMC
Program Management as a Strategic Asset
At BMC’s Menino Pavilion, the challenge was clear: expand and modernize New England’s busiest Emergency Department while keeping every service operational. TOCCI’s program management unified vision, design, and execution—sequencing with precision, anticipating risks, and ensuring every decision advanced patient care and clinical efficiency without disruption.
Challenge
Coordinating a major hospital transformation within a fully operational, high-volume healthcare environment where every delay, misstep, or disruption could directly impact patient care.
Solution
TOCCI acted as Program Manager, guiding stakeholders through complex decisions with clarity and alignment, sequencing work to protect hospital operations while advancing design and construction momentum.
Result
A seamlessly executed program that delivered modernized facilities and critical infrastructure upgrades without compromising care, safety, or efficiency.
TOCCI was selected by Boston Medical Center as the Program Manager for its four‑year, $430M Clinical Campus Redesign—including renovations to the Menino Pavilion, Moakley, and Yawkey Buildings, plus the construction of a pedestrian transport bridge.
